Regular Council Meeting <br />October 11, 2021 <br />Page 3 <br />City Manager Grayson Path explained that the City had created a new full-time Airport <br />Manager/FBO position and that he hired Paul Strahan, who had been with the City since <br />September. Mr. Path said at that time, he was not aware that he needed to bring his selection for <br />Airport Manager/FBO to the City Council for approval. He asked if anyone had any questions of <br />Mr. Strahan. Mayor Portugal welcomed Mr. Strahan and said she had been hearing great things <br />about the airport since his arrival. <br />A Motion to approve this item was made by Council Member Savage and seconded by <br />Council Member Knox. Motion carried, 5 ayes — 0 nays. <br />9. Discuss and act on meeting dates for November and December. <br />City Clerk Janice Ellis said that the second City Council meetings in November and <br />December were normally cancelled due to holidays and the fact that City Council has additional <br />meetings during budget time. Ms. Ellis recommended they cancel the meetings for November 22 <br />and December 27. <br />A Motion to cancel the November 22 and December 27 meetings was made by Council <br />Member Knox and seconded by Mayor Pro -Tem Hughes. Motion carried, 5 ayes — 0 nays. <br />10. Discuss and act on ORDINANCE NO. 2021-041: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, EXTENDING THE MAYOR'S <br />DECLARATION OF LOCAL DISASTER FOR PUBLIC HEALTH EMERGENCY <br />AND ORDER DATED MARCH 19, 2020, AS EXTENDED BY RESOLUTION NO. <br />2020-011 AND MOST RECENTLY BY ORDINANCE NO. 2021-023 FOR AN <br />ADDITIONAL NINETY (90) DAYS. <br />City Attorney Harris said that the State had an active Disaster Declaration that was being <br />extend monthly and was still in full force and effect. She recommended that the City extend its <br />Declaration for Covid-19 related public health emergency for ninety days, or until January 23, <br />2022. <br />A Motion to approve this item was made by Council Member Savage and seconded by <br />Council Member Knox. Motion carried, 5 ayes — 0 nays. <br />11. Convene into Executive Session pursuant to: <br />A. Section 551.072 of the Texas Government Code, to deliberate the purchase, <br />exchange, lease, or value of real property if deliberation in an open meeting would <br />have a detrimental effect on the position of the governmental body in negotiations <br />with a third person. <br />B. Section 551.074 of the Texas Government Code, (1) to deliberate the appointment, <br />employment, evaluation, reassignment, duties, discipline, or dismissal of a public <br />officer or employee, as follows: annual evaluation of the city attorney. <br />
