Item No. 18 <br />Memorandum <br />TO: City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Public hearing to consider and take action regarding the petition of Deanna Bray for a <br />change in zoning from a One -Family Dwelling District No. 2 (SF -2) to a Multiple - <br />Family Dwelling District No. 1 (MF -1) in the City of Paris, Block 257-A, Lot 5, located <br />at 2356 E Cherry Street- LCAD 18179. <br />MTG. DATE: November 8, 2021 <br />BACKGROUND & DISCUSSION <br />Deanna Bray requested a rezoning change from SF -2 to MF -1 to permit the construction of 6 new duplexes. Land to <br />the West already zoned as MF -1 is also owned by Bray. A process is also underway for the platting of the same <br />property that will include a private driveway into the development. At its meeting held on 11/2/21, the P&Z <br />recommended approval to the City Council. <br />ANALYSIS <br />• The subject property is zoned SF -2, is Guided for Medium Density Residential the site is undeveloped <br />• The land area to the West is zoned MF -1, is Guided for Med. Density Residential, and the site is undeveloped <br />• The land area to North is Zoned MF -1, is guided for Med. & High Density Residential, and has duplexes <br />• The land area to the East is Zoned SF -2, is guided for Medium Density Residential, and is a vacant lot <br />• The land area to the South is Zoned SF -2, is guided for Medium Density Residential, and are SF residences <br />PUBLIC INPUT <br />No public input has been received to date prior to, at or after the P&Z Public Hearing. <br />RECOMMENDATION, <br />Staff and the Planning & Zoning Commission recommend approval of this zoning change. <br />
