Item No. 25 <br />Memorandum <br />TO: Mayor, Mayor Pro -Tem, & City Council <br />Grayson Path, City Manager <br />FROM: Gene Anderson, Finance Director <br />SUBJECT: AMERICAN RESCUE PLAN ACT (ARPA) <br />DATE: November 8, 2021 <br />BACKGROUND: Congress passed the AMERICAN RESCUE PLAN ACT to provide needed <br />resources to respond to the coronavirus pandemic. The City of Paris was allocated approximately <br />$6,000,000 for COVID-19 related expenses and has received half of that amount already. ARPA <br />also allows governmental entities to use their resources in support other governmental entities who <br />are also working to fight this virus. <br />STATUS OF ISSUE: The City has received a request from the Paris -Lamar County Health District <br />for financial assistance related to their COVID-19 expenses. Specifically, the Health District has <br />contract labor expenses to provide COVID-19 vaccinations, testing, off site clinics, and data entry <br />of related information. The Health District also has temporary staff for scanning records, data <br />entry, and performing other COVID-19 related work. <br />BUDGET: The Paris -Lamar County Health District is requesting $80,000 from the City's ARPA <br />funding for ongoing costs incurred because of COVID-19. <br />RECOMMENDATION: The City staff believes that this request is a proper use of the funding <br />provided under the AMERICAN RESCUE PLAN ACT and is of direct benefit to the citizens of <br />Paris. <br />
