they wanted to represent the entire city. She said the mayor did have certain powers. Mr. Lindsey <br />agreed with Ms. Cherry, but said it would not change anything. Ms. Kapp expressed concern about <br />a person being elected as mayor who has never been on the city council, because it takes a year to <br />understand the role. Mr. Hayter said he thought they should let the people decide who they think <br />has the experience to be the city's mayor. <br />City Manager Grayson Path said as they were considering this item, they would also need <br />to consider whether or not they wanted to retain the seven council members and add the mayor or <br />have six council members and the seventh as the mayor. Ms. Harris said she felt confident that if <br />they change the number of single member districts, that they would have to get Court approval. <br />She also said she was having some research done on this item. <br />Mr. Lindsey said if they elect a mayor at large, that it might increase the voter turnout. Ms. <br />Putnam said in speaking with former council members, she learned that being elected, as mayor <br />by the council was not always based on tenure. She also said not knowing who was going to be <br />mayor until the night of was not a good thing. <br />Mr. Edmonds said the power of the mayor was the power of persuasion. Mr. Path agreed <br />with Mr. Edmonds. <br />Mr. Reeves said he preferred six single member districts and a mayor elected at large but <br />they would have to re -district. Mr. Lindsey said redistricting was underway. Mr. Webb said that <br />Judge Justice was the Federal Judge who ordered seven single members districts that would ensure <br />minority representation on the city council. <br />Following additional discussion, a Motion to retain the seven single member districts and <br />add a mayor at large position was made by Chad Lindsey and seconded by Brenda Cherry. Motion <br />carried by a majority vote. <br />6. Consider a complete revision of Article VI. Issuance and Sale of Bonds. <br />Mr. Edmonds said that Mr. Anderson and Mr. Path contacted the bond counsel and <br />redrafted this article as recommended by the bond counsel. <br />A Motion to approve this item was made by Kenneth Webb and seconded by Chad Lindsey. <br />Motion carried unanimously. <br />7. Consider amendatory language proposed by the Consultant in Articles VIII, IX and X. <br />Mr. Edmonds said Section 83 was revised to reflect current language. A Motion to approve <br />the updated language was made by Linda Kapp and seconded by Kenneth Webb. Motion carried <br />unanimously. <br />Mr. Edmonds reported there were no changes to be made to Article IX. <br />With regard to Article X, Section 100 Power of Initiative, Mr. Edmonds said language had <br />been added to include certain exemptions. A Motion to approve the changes was made by Chad <br />Lindsey and seconded by Kenneth Webb. Motion carried unanimously. <br />2 <br />
