Salter Jr., Chief of Police <br />SUBJECT: TxDOT and City of Paris Agreement for the construction, maintenance and <br />operation of Fixed License Plate Readers on along state roadways in the City <br />of Paris and Lamar County. <br />DATE: December 13, 2021 <br />BACKGROUND: <br />In a letter dated January 19, 2021, from the Texas Department of Public Safety (TXDPS) to former <br />Paris Police Chief Bob Hundley, TXDPS validated that the Paris Police Department satisfied the <br />necessary law enforcement requirements for the use of License Plate Readers <br />On October 25, 2021, the Lamar County Commissioner's Court (LCCC) voted to allow the City <br />of Paris to install two License Plate Reader Cameras in the vicinity of Highway 19/24 South near <br />the intersection of FM 1184; and in the vicinity of US 271 North near its intersection with FM 3298 <br />in support of the Northeast Texas Auto Theft Task Force. On this same date the LCCC passed a <br />Resolution approved and entered into an Inter -local Agreement with the City of Paris support of <br />the Northeast Texas Auto Theft Task Force, which is funded through a Texas Motor Vehicle Crime <br />Prevention Authority Grant. <br />STATUS OF ISSUE: <br />The City of Paris, in an effort to expand its current Automated License Plate Reader network within <br />the City of Paris and along state roadways within Lamar County has requested the State to permit the <br />construction, maintenance and operation of additional Fixed License Plate Readers along the <br />following described roadways <br />• 2600 block Farm Rd 79, Paris, TX 75460 <br />• 8000 block US -271, Powderly, TX 75473 <br />• Vicinity of TX Hwy 19/24 and FM 1184, (GCF6+X8 Howland, Texas) <br />• 200 block E. Provine St, Paris, TX 75460 <br />• 1600 block US -271 BUS, Paris, TX 75460 <br />• 3200 block US -271, Paris, TX 75462 <br />
