Item No. 1 I <br />Memorandum <br />TO: Mayor, Mayor Pro -Tem & City Council <br />FROM: Grayson Path, City Manager <br />SUBJECT: CIVIL SERVICE COMMISSION APPOINTMENT <br />DATE: December 13, 2021 <br />r0NWffR01"K <br />Because our Police and Fire Departments operate under a civil service system, we are required to <br />have a local three-member civil service commission. Members' terms vary in length, so do not <br />expire at one time. Pursuant to Local Government Code § 143.006(b), the City Manager is <br />required to appoint commission members and City Council confirms the appointments. <br />The Civil Service Commission is tasked with maintaining local rules and regulations under the <br />guidance laid out in Chapter 143. These rules spell out entry requirements, promotional <br />requirements, disciplinary standards, appeal process, etc. From all of this, their primary roles are <br />to maintain the rules and regulations as well as hear appeals from civil service members as needed. <br />STATUS OF ISSUE: <br />Mr. Russell Figgins recently resigned from the Civil Service Commission. I have identified Jim <br />Noble to serve in the vacant position. Thomas McMonagle (Fire Chief), Richard Salter (Chief of <br />Police), Sandy Collard (HR and Civil Service Director), and I met with Mr. Noble and walked him <br />through the expectations, summary of role, and responsibilities. We believe Mr. Noble will do a <br />fine job in this role. <br />BUDGET: <br />M <br />RECOMMENDATION: <br />Confirm appointment of Jim Noble to serve on the Civil Service Commission. <br />
