Item No. 21 <br />Memorandum <br />TO: Mayor, Mayor Pro -Tem and City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Consideration of and action on the Final Plat of the HTEAO Addition, Lots 1 & 2, Block <br />A, LCAD Property ID 402602, located at 2900 Lamar Ave. <br />MTG. DATE: December 13, 2021 <br />BACKGROUND <br />The applicant requested final plat approval for the construction of a new drive-thru tea but business. The <br />subject property is zoned GR. The site is approximately 1.19 acres. The minimum lot dimension <br />requirements for the plat are met and all setbacks can be met. A private driveway is planned for access <br />to the business parking and drive areas and all utilities to be provided on-site will be private. <br />A number of conditions are needing to be addressed for the final plat which still need to be met prior to <br />release for recording and development of the site. <br />RECOMMENDATION <br />Staff and the Planning & Zoning Commission recommends approval of the Final Plat, subject to the <br />following conditions: <br />1. A civil site plan showing on-site grading & drainage plans and all other civil site improvements <br />be provided by the developer prior release of the final plat for recording and issuance of a <br />building permit. <br />2. An access easement shall be provided affording access to Lot 2 over and across Lot 1 prior to <br />release for recording of the final plat. <br />3. A twenty-four (24') access easement shall be provided from the new driveway location along <br />the north boundary line to the northeast corner (NEC) of the property for fire lane access <br />purposes prior to release of the final plat for recording. <br />4. The TP&L power easement dimensions shall be verified and shown on the final plat, or proof of <br />abandonment for the easement shall be provided prior to release of the final plat for recording. <br />
