Item No. 25 <br />TO: Mayor, Mayor Pro -Tem & City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Public hearing to consider and take action regarding the petition of the Paris Economic <br />Development Corp. for a change in zoning from an Agricultural District (A) to a Heavy <br />Industrial District (HI) in the City of Paris, Block 309, Lot 20 & PT of 21, located at <br />SW Loop 286- LCAD 18671 and 18672. <br />MTG. DATE: December 13, 2021 <br />BACKGROUND <br />The Paris Economic Development Corporation (PEDC) requested a zoning change from A to HI to <br />accommodate industrial uses of all types. The parcels combined contain approximately 115 acres. The <br />PEDC continues to work on bringing industrial prospects to this park and this advanced rezoning will <br />prepare the site and lead the way for development when it occurs. It will also provide for an expanded <br />& contiguous HI District Boundary based upon the zoning and land uses developed along the NW Loop <br />for the Gene Stallings Industrial Business Park. The changes will also be consistent with the future <br />guided land use of the property consistent with the City's adopted Comprehensive Plan & Future Land <br />Use Map. The property is conforming in size with regard to dimensions and setbacks for new future <br />industrial development. <br />ANALYSIS <br />• The subject property is zoned A, is Guided for Light Industrial (but should be re -guided for Heavy <br />Industrial), and is undeveloped <br />• The land area to the West is zoned A, is Guided for Light Industrial (but should be re -guided for Heavy <br />Industrial), and is undeveloped <br />• The land area to the North is Zoned A, is guided for Manufactured Housing, and is undeveloped <br />• The land area to the East is Zoned LI, is guided for Heavy Industrial, and is developed with an <br />industrial pipe manufacturer <br />• The land area to the South is Zoned LI, is guided for Light Industrial, and is developed with a paper <br />products manufacturer across Loop 286 <br />PUBLIC INPUT <br />No public input was received to date, but will be updated if received at or prior to the hearing. <br />
