Item No. 26 <br />Memorandum <br />TO: Mayor, Mayor Pro -Tem & City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Public hearing to consider and take action regarding the petition of the Paris Economic <br />Development Corp. for a change in zoning from a One -Family Dwelling District No. 2 <br />(SF -2) to a Heavy Industrial District (HI) in the City of Paris, Block 325, Lots 4 and 6, <br />located at 1130 NW 30th LCAD 18830 and 30th NW LCAD 18835. <br />MTG. DATE: December 13, 2021 <br />BACKGROUND <br />The Paris Economic Development Corporation (PEDC) requested a zoning change from SF -2 to HI to <br />accommodate industrial uses of all types. The parcels contain approximately 6 acres and are intended <br />to be developed as part of the Northwest Business Park. The PEDC continues to work on bringing <br />industrial prospects to this park and this advanced rezoning will prepare the site and lead the way for <br />development when it occurs. It will also provide for an expanded & contiguous HI District Boundary <br />based upon the zoning and land uses developed along the NW Loop for this industrial park. The changes <br />will also be consistent with what should be updated and guided for Heavy Industrial as a future land use <br />of the property in the City's adopted Comprehensive Plan & Future Land Use Map. The property is <br />conforming in size with regard to dimensions and setbacks for new future industrial development. <br />ANALYSIS <br />• The subject property is zoned SF -2, is Guided for Light Industrial (but should be re -guided for Heavy <br />Industrial, and is undeveloped <br />• The land area to the West is zoned HI, is Guided for Light Industrial (but should be re -guided for <br />Heavy Industrial, and is undeveloped <br />• The land area to the North is Zoned HI, is guided for Guided for Light Industrial (but should be re - <br />guided for Heavy Industrial), and is developed with a pipe manufacturer <br />• The land area to the East is SF -2, is guided for Low Density Residential, and is mostly undeveloped <br />(except for I single family residence along 28th St. NW) <br />• The land area to the South is Zoned is SF -2, is guided for Low Density Residential, and is mostly <br />undeveloped <br />PUBLIC INPUT <br />No public input was received to date, but will be updated if received at or prior to the hearing. <br />
