Item No. 28 <br />P <br />TO: Mayor & City Council <br />FROM: Grayson Path, City Manager <br />SUBJECT: Assistant City Manager <br />Appointment of Robert Vine <br />City Charter Section 23 <br />DATE: December 13, 2021 <br />BACKGROUND: <br />As part of the Fiscal Year 2021-2022 Budget, the City Council authorized the creation of a new <br />Assistant City Manager (ACM) position. It therefore became the task of the City Manager to seek <br />out and select an appropriate candidate to fill this position. A copy of the Job Description is found <br />below. <br />The City Manager worked with Sandy Collard, Human Resource and Civil Service Director, to <br />serve as an Interview Team. A total of forty-three (43) individuals applied. <br />STATUS OF ISSUE: <br />I am pleased to present to you Robert Vine as my selection for ACM. Mr. Vine is the Deputy City <br />Manager for Dayton, Texas. He has 8 years of City and Law Enforcement management <br />experience, and twenty three years of municipal experience via law enforcement. He is currently <br />completing the Texas Certified Public Manager Program from Stephen F. Austin University and <br />has taken the FBI Leadership Trilogy Courses (LEEDA). He has displayed a great depth of <br />knowledge and understanding that matches the job description. I am very impressed with this <br />individual, both in his experience as well as his character. He possesses the right combination of <br />potential, experience, attitude, energy, professionalism and civility that I want to see as Assistant <br />City Manager. He holds an impressive array of education and training credentials that have helped <br />prepare him to take on the challenges of leading the assigned Departments. <br />Pursuant to the Paris City Charter, Section 23, "Neither the council nor any of its members shall <br />direct the City Manager or any of his subordinates in the appointment or removal of any city <br />
