<br />RESOLUTION NO. <br /> <br />86-027 <br /> <br />WHEREAS, the City Council of the City of Paris did <br />heretofore receive a request for additional water pressure <br />and service requiring a water main extension to the area <br />bounded on the south by Loop 286, on the east by Stillhouse <br />Road, on the north by the City Limit line and on the west by <br />North Main Street; and, <br /> <br />WHEREAS, it is deemed necessary for protection of the <br />health and welfare of the above described area for the City <br />of Paris to extend the above described line and act in the <br />capacity of sponsor under the terms of Section IX of Sub- <br />division Ordinance No. 1315 of the City of Paris with any <br />refunds due under the pro rata charges being paid to the <br />City of Paris water and sewer fund; and, <br /> <br />WHEREAS, upon receipt of the above described request, <br />preliminary plans, specifications and estimate of the total <br />cost of the project were prepared and delivered to the City <br />Manager and considered at the regular Council Meeting on the <br />13th day of January, 1986, and a public hearing concerning <br />the same was set for February 13, 1986, which public hearing <br />was rescheduled at the regular Council Meeting on the 10th <br />day of February, 1986, for the 24th day of March, 1986, at <br />which time such public hearing was held; and, <br /> <br />WHEREAS, after hearing the matters presented at the <br />public hearing the City Council is of the opinion that it is <br />in the best interest of the citizens of Paris and particu- <br />larly the citizens in the vicinity of the proposed project <br />that the City of Paris act as sponsor for said project, <br />which is necessary for the protection of health and welfare <br />in this area; that the front foot method would be inequit- <br />able due to the fact that the beneficiaries derive unequal <br />benefits, require different volumes of water and different <br />water pressures; and that the method described on Exhibit A <br />attached hereto, as recommended by the staff, would be <br />equitable; NOW, THEREFORE, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />PARIS, That the pro rata water main extension, beginning at <br />Fitzhugh Avenue's (Stillhouse Road) intersection with <br />Clement Road running Northerly with said Fitzhugh Avenue <br />(Stillhouse Road) to Loop 286 N.E.; thence in a Westerly <br />direction with said Loop 286 N.E. to an existing casing; <br />thence under Loop 286 N, E. through the existing casing to <br />an existing 10" main to serve the area bounded on the south <br />by Loop 286, on the east by Stillhouse Road, on the north by <br />the City Limit line and on the west by North Main Street, <br />be, and the same is hereby approved and shall be known as <br />"Fitzhugh, Stillhouse Road, Loop 286 N,E., Pro Rata Water <br />Main Extension"; and, <br /> <br />BE IT FURTHER RESOLVED, That the City of Paris act as <br />sponsor of said pro rata water main extension; and, <br /> <br />BE <br />not be <br />1':1<n;n;r <br /> <br />IT FURTHER RESOLVED, That the front foot rule would <br />equitable and the alternate method described in <br />A >lrr>l"npc1 nprprn ;" fmmc1 rn hp pm'; tc>lhl p "T'Ic1 ;" <br />
