Chairman Dux called the meeting to order at 4:03 p.m. <br />2. The regularly scheduled meeting of October 13, 2021 were approved by acclamation. <br />The special meeting meetings of October 25th, 2021 were approved by acclamation. <br />3. Commissioner Matthews was asked to recuse himself to discuss his submitted Certificate of <br />Appropriateness for the rehabilitation of the property located on 39 North Main. <br />A. Mr Matthews submitted historic photos and current photos of the property. He is in the <br />process of filing for a Federal and State Tax Credit and has also received his project <br />number from the National Parks Service. He is intending to restore the building fagade <br />as closely to the Secretary of Interiors Standards as he can. Repair the historic <br />windows, open the transom windows, repoint as necessary, and a front fagade that will <br />have two doors in the middle and a display window on each side. There will be <br />bulkheads made of wood and trimmed out in a way that matches the district. Chairman <br />Dux commented to the commissioners that if he was following the Federal Tax Credits <br />and receives those, Mr. Matthews will have met and exceeded any requirements from <br />the Paris Historic Preservation Commission. There was some discussion on paint color <br />and elements that are missing on the front fagade that will be returned to the building <br />such as the canopy. A motion was made to approve the Certificate of <br />Appropriateness as presented by Commissioner Emmite, seconded by Commissioner <br />Coyle, motion carried. <br />Commissioner Matthews was reinstated to the Commission. <br />4. The Commission approve the consent agenda for the following properties to be sent to <br />Buildings and Standards Commission for judgment. It was determined that the properties <br />could not be rehabilitated or designated as a historic landmark of the City of Paris, State of <br />
