Harris, City Attorney <br />SUBJECT: Revisions to proposed Charter language <br />DATE: January 24, 2022 <br />BACKGROUND: On August 9, 2021, the City Council approved Ordinance 2021-024 charging <br />a Charter Review Commission (CRC) with the task of reviewing the City's Charter and making <br />recommendations for amendments if necessary. After a series of meetings throughout the fall of <br />2021, on January 10, 2022, the CRC presented its report to Council with its recommendations for <br />Charter amendments to be submitted to the electorate at a Charter amendment election. At that <br />same meeting, the consensus of Council was to approve all recommendations save the following: <br />1. Council rejected the proposal to adopt a mayor at large system and directed that all <br />references to the mayor at large issue be removed from the items to be submitted to the <br />electorate (delete proposed amendments in sections 16 and 19 and delete references to <br />mayor at large from section 17). <br />2. Council directed that an attendance policy added to the amendments (add policy to section <br />17). <br />3. Council directed that there be language added to section 149 related to the charter review <br />process including direction that it be undertaken at least every 5 years. <br />STATUS OF ISSUE: I attach two documents hereto. The first document contains only the edits <br />that Council made at the January 10th meeting. The second contains all proposed amendments to <br />the Charter as edited by Council. For the edits to section 149, I broke out the desired changes into <br />a second paragraph and provided options for two of the issues: (1) how the alternates to CRCs are <br />appointed, and (2) how the meetings are to be scheduled. As to how the alternates are selected, <br />you can either take nominations and vote or you can have the mayor and mayor pro tem select <br />them along with the 15th regular member. Regarding setting of dates and times of meetings, rather <br />than having the CRC select dates and times once constituted, Council may prefer to set tentative <br />dates and times in advance, subject to amendment by the Commission, so that when you are <br />contacting potential appointees, you will be able to give them an idea of when the meetings will <br />take place so that they determine in advance whether they can commit to the endeavor. <br />
