Explanatory Note: This amendment introduces an attendance requirement for City Council members. For Consideration: 1. Should this apply to all meetings or only regularly scheduled meetings? 2. Must an excuse be obtained before the absence? That may be difficult to do, as it would need to be done the meeting before the absence. That might be possible in some situations but probably not in most situations such as illness or emergency. Sec. 19 Presiding officer; mayor.—All proposed amendments related to mayor at large. GENERAL PROVISIONS Sec. 149 Amending the Charter.—New language to Sec. 149 relating to review of Charter and appointment of Charter review commission. We have provided options on two issues. Sec. 149. Amending the Charter. Amendments to this Charter may be framed and submitted to the qualified voters of the city by a Charter commission in the manner provided by law for framing and submitting a new charter, or may be proposed by a majority vote of the full membership of the city council, or may be proposed by a petition signed by not fewer than five percent of the number of qualified voters in conformity with the provisions hereof. When a Charter amendment petition shall have been filed with the council in conformity with the provisions of this Charter as to petitions for initiated ordinances, the council shall forthwith provide by ordinance for submitted such proposed amendment to a vote of the voters.
