Item No. 11 <br />Memorandum <br />TO: Mayor, Mayor Pro -Tem & City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Steak Wars Festival Event — 5 -Year Annual Agreement with TX DOT for <br />Closure of South Main Street 2"1 Friday and Saturday of April <br />DATE: February 14, 2022 <br />BACKGROUND <br />The Steak Wars Event has now become a recurring community event for the promotion of Paris to <br />visitors as well as residents. Free games and play activities are planned for children, food, live <br />music, vendors, and fun for the family will make this 2"d annual event a true attraction to promote <br />downtown Paris. The event stimulates the economy by bringing in approximately 2,500-5000 <br />people to downtown and utilizes many volunteer hours. The event is planned now on an annual <br />basis and continues to serve as a charitable fundraiser for the Boys and Girls Club of Paris. <br />Last year's street closure was only on Kaufman between Main and 11t St. SW. The street closure <br />plan for this year's festival is planned for the same space on Kaufman and the entire block of Main <br />St. South between Kaufman and Austin. The Stage will be placed at the south end of this closure <br />on Main between the former Gibraltar Hotel and the old Belford Apartments. As a result of this 2 <br />day closure plan, an agreement with TX DOT is required similar to that of the Pumpkin Festival. <br />As a result, South Main Iron is requesting that the City enter into a 5 year agreement with TX DOT <br />for street closure on South Main. The City Council must approve a resolution for the event street <br />closure to authorize the process of the agreement approval with TX DOT. Attached with the <br />agreement in Exhibit C is the planned Event Route Detour Map. <br />RECOMMENDATION <br />Approve a resolution entering into in a multi-year agreement for street closure with TxDOT for <br />Steak Wars. <br />
