RESOLUTION NO. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, TO <br />AWARD THE BID FOR THE LOVE CIVIC CENTER RENOVATION PROJECT <br />TO TEGRITY CONTRACTORS, INC. IN THE AMOUNT OF $1,398,454.00 <br />AND TO AUTHORIZE THE CITY MANAGER TO SIGN AND ISSUE THE <br />NOTICE TO PROCEED, CONTINGENT UPON THE LAMAR COUNTY <br />CHAMBER OF COMMERCE'S APPROVAL OF THE AGREEMENT TO COVER <br />ADDITIONAL COSTS BEYOND AVAILABLE CERTIFICATE OF OBLIGATION <br />FUNDING; MAKING OTHER FINDINGS AND PROVISIONS AND <br />DECLARING AN EFFECTIVE DATE. <br />WHEREAS, in 2019, the voters of Paris approved a ballot measure authorizing a 2% <br />Hotel Occupancy Tax rate increase by Ordinance 2019-023 to fund an approximate $1.5 <br />million Combination Tax and Surplus Revenue Certificate of Obligation for the purpose of <br />renovation of the Paris Love Civic Center; and <br />WHEREAS, on February 8, 2021, the City Council authorized an agreement with <br />WRA Architects, Inc. to perform a Phase I analysis of the remaining project; and <br />WHEREAS, on July 12, 2021, the City council authorized an agreement with WRA <br />Architects, Inc. to perform Phase II which included design of the project, review through the <br />City's building and permitting department, issuing of bid documents, and general oversight <br />consultation as needed for the renovation project with a subsequent request for Bids going <br />out and bids being received on January 12, 2022; and <br />WHEREAS, the City received two bids for the Love Civic Center Project, and after <br />careful review, WRA Architects, Inc. has recommended to award the bid to the lowest <br />responsible bidder, Tegrity Contractors, Inc. out of Allen, Texas; and <br />WHEREAS, the total bid is for ONE MILLION THREE HUNDRED -NINETY-EIGHT <br />THOUSAND FOUR HUNDRED -FIFTY FOUR DOLLARS AND NO/100 ($1,398,454.00) and the <br />City currently has a remaining certificate of obligation balance of ONE MILLION ONE <br />HUNDRED -SEVENTY SEVEN THOUSAND EIGHT HUNDRED DOLLARS AND N0/100 <br />($1,177,800.00); and <br />WHEREAS, Lamar County Chamber of Commerce has agreed to utilize it's existing <br />construction funds to pay all excess beyond the City's certificate of obligation funding; <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />PARIS, TEXAS: <br />Section 1. That the findings set out in the preamble to this resolution are hereby <br />in all things approved. <br />
