Item No. 17 <br />TO: Mayor, Mayor Pro Tem & City Council <br />FROM: Grayson Path, City Manager <br />Russell Thrasher, EMS Director <br />SUBJECT: Repeal of Sections 7.02.041-7.02.055 of the Code of Ordinances as related to <br />the EMS Reserve Unit <br />DATE: February 14, 2022 <br />[eIZ�I11`►�1�� <br />On November 12, 1979, Ordinance No. 2474 was approved which created an EMS Reserve Unit. <br />This unit was likely created to assist the City during the formation of our full-time EMS <br />Department. The purpose as stated in City Code is to assist and augment the regular EMS <br />Department. They are to maintain training and skills as are required of full time EMS personnel. <br />They would be overseen by the EMS Director and work in coordination with the EMS Department. <br />STATUS OF ISSUE: <br />After 40+ years, the training, attendance, skill management, equipment, and continuing education <br />requirements to manage a viable volunteer reserve unit has become too difficult to maintain. Not <br />only has it proven challenging to maintain a reserve unit of any effective size, the need for their <br />service at events has greatly subsided and our current trained PRN staff can perform these services. <br />We also believe managing our EMS response through hired personnel provides better oversight <br />and liability protection for the City. In the end, we believe this service has run its intended course. <br />We wish to repeal the ordinance that set up the EMS Reserve Unit. We will perform the <br />community servicing of events from our FT and PRN list. <br />BUDGET: There is no impact to the budget. <br />
