Item No. 19 <br />TO: Mayor, Mayor Pro -Tem & City Council <br />Grayson Path, City Manager <br />FROM: Stephanie Harris, City Attorney <br />Janice Ellis, City Clerk <br />SUBJECT: Resignation of Council Member Stone and Filling of the Vacancy in District 1 <br />Occasioned by said Resignation <br />DATE: February 28, 2022 <br />BACKGROUND: On February 18, 2022, Council Member Renae Stone informed the City <br />Council in writing that she was immediately resigning from City Council District 1, leaving a <br />vacant seat on the City Council. Ms. Stone also filed a Certificate of Withdrawal to have her name <br />removed from the ballot for the May 7, 2022 General Election, as set out in Section 145.001 of the <br />Texas Election Code. <br />On February 18, 2022, City Staff received an application from Shatura "Sha" Moore for a place <br />on the ballot for District 1. City Clerk Janice Ellis has verified that Ms. Moore is a registered voter <br />in District 1 and has resided in District 1 for at least twelve months. <br />As of 5:00 p.m. on Friday, February 18, 2022, the City Council had received only Ms. Moore's <br />application to run for City Council District 1. As of 5:00 p.m. on Tuesday February 22, 2022, <br />there were no write-in candidates for City Council District 1. The deadline for a candidate to file <br />an application to have his/her name on the ballot and the deadline for a write-in candidate to have <br />his/her name on the ballot have both passed. <br />STATUS OF ISSUE: <br />From a procedural standpoint, the City Council needs to officially accept the resignation of City <br />Council Member Renae Stone. <br />In order to fill the vacancy left by her resignation, the Paris City Charter, Section 20 provides that <br />when there is a single vacancy on the Council, that "vacancy ... shall be filled by a majority vote <br />of the remaining members of the council by the selection of a person possessing all of the <br />
