Item No. 15 <br />Memorandum <br />TO: Mayor, Mayor Pro Tem and City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Public hearing to consider and take action regarding the petition of Adam <br />Bolton on behalf of Jeffrey Shane Brown for a change in zoning from a Light <br />Industrial District (LI) to a Two -Family Dwelling District (2F) in the <br />Campbell Addition, Block 2, Lots 1,2 & 3 located at 1204, 1214 & 1224 12th <br />St. SE — LCAD's 10486,10487 and 10488. <br />DATE: February 28, 2022 <br />BACKGROUND <br />Jeffery and Nicki Brown requested a zoning change from LI to 2F. The applicant intends to <br />construct 3 duplexes under the City's new 5 In 5 Infill Housing Development Program (see <br />attached guidelines). It will also provide for an expanded & contiguous 2F District Boundary <br />based upon the zoning along Jackson and the surrounding several blocks. There is a drainage <br />way with flood plain designation on land to the west (rear) of the property which serves as a <br />natural barrier to the heavy commercial/industrial development further to the West. The <br />properties are substandard in lot width at 50 ft., but the proposed ordinance changes in agenda <br />item number 4 will now permit these types of substandard lot sizes to be developed without a <br />variance. The lot size and depth are conforming with regard to dimensions and setbacks for new <br />duplex construction can be met. <br />ANALYSIS <br />• The subject property is zoned LI, is Guided for Low Density Residential and is undeveloped <br />• The land area to the West is zoned LI, is Guided for Low Density Residential, and is <br />undeveloped. This area provides for an open space buffer to the heavy commercial <br />development further to the west. <br />• The land area to the North is Zoned 217, is guided for Low Density Residential, with single- <br />family homes <br />• The land area to the East is Zoned 2F, is guided for Low Density Residential, with a single- <br />family home <br />• The land area to the South is Zoned LI, is guided for Low Density Residential, with single- <br />family homes <br />
