HISTORIC PRESERVATION COMMISSION MEETING MINUTES <br />107 E KAUFMAN ST <br />PARIS, TEXAS 75460 <br />WEDNESDAY, February 9, 2022 <br />4:00 P.M. <br />Present <br />Laura Caffey, Vice Chair <br />Linda Vandiver, Secretary <br />Glee Emmite <br />Matthew Coyle <br />Ryan Matthews <br />Jennifer Long <br />Jessica Holtman <br />Vice Chair Caffey called the meeting to order at 4:05 <br />Absent <br />Commissioner Dux <br />Guests <br />Gary and Leslie Flynn <br />Judy Daniel <br />Josiah Daniel <br />The meeting minutes of the January 12, 2022 were approved by acclamation <br />The commission tabled item #2 Certificate of Appropriateness review for 117 Clarksville, and <br />moved to item #3, <br />Mr. & Mrs. Gary Flynn gave update on the progress of the lower storefront fagade of their <br />property located 10 N. Plaza, future location of Rigbys Cigar Lounge. They acknowledged that <br />all the plans from approved COA #21-0818 were the same, but the timeframe for the grant had <br />expired. The Flynn's requested an extension. Commissioner Coyle made a motion to approve the <br />extension of the grant.for another regular approval period. Commissioner Matthews seconded, <br />motion carried 7 - 0 <br />The commission brought back item #2. <br />Ms. Judy Daniel and her son Mr. Josiah Daniel presented a fagade rendering for the building <br />located at 117 Clarksville. Mr. Daniel explained however, that the project drawing submitted to <br />the Commission was not what they had intended to build on the lower level storefront, and would <br />have to be reconfigured. <br />Ms. Daniel explained that they windows on the second story were removed because they couldn't <br />be rehabilitate, and replacement windows were ordered that are compatible in materials with the <br />design standards. Commissioner Caffey asked the property owner to respect the symmetry of the <br />original configuration with weight pockets being between the windows. <br />Ms. Daniel and Mr. Daniel both expressed their desire to do the right thing for the property. Ms. <br />Daniels intentions were to restore the transom windows, although there was some question <br />whether or not they are original. <br />Each commissioners had an opportunity to comments and asked questions of the Daniels. Ms. <br />Bedford to assist the Daniels with a request for a design rendering for the front of'the property <br />
