Item No. 20 <br />TO: Mayor, Mayor Pro Tem and City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Public hearing to consider and take action regarding the petition of Bailey <br />Asay on behalf of Distinguished Property & Investments, LLC for a change <br />in zoning from a Commercial District (C) to a Multiple -Family Dwelling <br />District No. 1 (MF -1) in the City of Paris, Block 250, Lot 32, located at 891 <br />Clement Rd- LCAD 53721. <br />DATE: April 25, 2022 <br />BACKGROUND & DISCUSSION <br />The applicant requested a rezoning change from C to MF -1 to permit the construction of a new <br />9-plex at the NWC of Fitzhugh and Clement Road. If approved, the project is planned to begin <br />this year. <br />At its meeting held on April 4, 2022, the Planning & Zoning Commission unanimously <br />recommended approval of the rezoning. <br />ANALYSIS <br />The subject property is zoned C, is guided for Commercial and is a vacant lot. <br />• The land to the West is zoned C, is guided for Commercial, and is a plumbing contractor <br />shop. <br />• The land to the North is zoned C, is guided for Commercial, and is a vacant lot and a single- <br />family residence. <br />• The land to the East is zoned SF -2, is guided for Commercial, and is a single-family <br />residence. <br />• The land to the South is Zoned SF -2, is guided for Parks & Recreation, and is the Paris/Lamar <br />Fair Grounds Event Center. <br />The change in zoning will be consistent with the amended FLUM, will provide newly needed <br />affordable and decent housing in the community, and will fit with the mix of uses in this <br />immediate area provide proper screening can be provided to the existing single family <br />residences. <br />
