Item No. 23 <br />an, ON, 01 0 M'� <br />TO: Mayor, Mayor Pro Tem and City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Public hearing to consider and take action regarding the petition of the <br />City of Paris Minor Comprehensive Plan Amendment to the Master <br />Thoroughfare Plan by removing the planned extension of a collector street <br />for Pine Mill Road West of Collegiate Drive Designated as Proposed <br />Future Collector Roadway #C-9 <br />DATE: April 25, 2022 <br />BACKGROUND & DISCUSSION <br />Staff has reviewed the attached proposed collector street segment of the Master Thoroughfare <br />Plan in relation to a new proposed subdivision development planned along the east side of the <br />intersection of Highland Road and 25th Street NE. The proposed collector street negatively <br />impacts a planned development of this site. Furthermore, the larger area between 25th and <br />Main Street does not afford a good and reasonably straight connection between the two major <br />roadways without severe jogging at multiple intersections, or costly acquisition of private <br />property and demolition of several houses. Accordingly, the best roadway planning decision <br />is to amend the plan by removing this planned Collector Street. <br />At its meeting held on April 4, 2022, the Planning & Zoning Commission unanimously <br />recommended approval of the minor amendment to the Comprehensive Plan. <br />RECOMMENDATION <br />Staff recommends approval of the Minor Comprehensive Plan Amendment to the Master <br />Thoroughfare Plan by removing the planned extension of a collector street for Pine Mill Road <br />West of Collegiate Drive Designated as Proposed Future Collector Roadway #C-9 <br />
