Assistant Citv ManaLer <br />Chairman Dux called the meeting to order at 4:00 p.m. <br />There was no one who spoke at the Citizens Forum <br />Guests <br />Hunter Berry <br />Cristi Ford <br />Sims Norment <br />Clifton Fendley <br />Claudia Middleton <br />Millie Key <br />Sandra Solomon <br />Suzanna Coyle <br />The February 9, 2022 meeting minutes were approved by acclamation <br />The Fagade grant was approved to Project PTX in the amount of $2500 for the improvements on <br />the fagade of 27 Clarksville. Commissioner Coyle made the motion to approve the payment of <br />funds to Project PTX, motion was seconded by Commissioner Emmite. Motion Carried 6-0 <br />The commission reviewed the certificates of appropriateness for the installation of downspout on <br />4 N. Plaza. Hunter Berry and Cristi Ford gave an overview of the project. There was an issue <br />with flooding at the roof of the property during heavy rains. Mr. Berry proposed the addition of a <br />catch basin and downspout attached to the outer wall on the east side of the building. The <br />problem would alleviate the drainage problems by routing the water to the exterior of the <br />building. Mr Berry proposed removal of two to four bricks, that would be core drilled through. <br />The Commission had some questions on the venting of the drain and the size of the existing pipe <br />leading to the street inside, in regards to the need to add a downspout. Andrew Mack, Director of <br />Planning and Development, on behalf of the building department reminded the commission of <br />their purview to review the aesthetics of the downspout in regards to the historic district, and the <br />building official would work with the property owner to assist with the functionality of the <br />downspout. After no further discussion the Commissioner Matthews made the motion to approve <br />the addition of a metal downspout as presented, and that the downspout would be painted in a <br />historic color to match the building. Motion was seconded by Commissioner Coyle, motion <br />carried 6 - 0 <br />
