CITY OF PARIS, TEXAS <br />Notes to Financial Statements <br />September 30, 2021 <br />I. Summary of Significant Accounting Policies <br />A. Description of Government -Wide Financial Statements <br />The government -wide financial statements (e.g., the statement of net position and the statement of activities) <br />report information on all of the nonfiduciary activities of the primary government and it's component unit. For <br />the most part, the effect of interfund activity has been removed from these statements. Governmental activities, <br />which normally are supported by taxes and intergovernmental revenues, are reported separately from business - <br />type activities, which rely to a significant extent on fees and charges for support. Likewise, the primary <br />government is reported separately from the legally separate component unit for which the primary government <br />is financially accountable. <br />B. Reporting Entity <br />The City of Paris, Texas (the City), operates under a council-manager form of government with the mayor and <br />six council members being elected. The accompanying financial statements present the government and its <br />component unit. The discretely presented component unit is reported in a separate column in the government - <br />wide financial statements (see note below for a description) to emphasize that it is legally separate from the <br />government. <br />Discretely Presented Component Unit: The Paris Economic Development Corporation (PEDC) is a <br />governmental nonprofit corporation established July 19, 1993, funded by a quarter percent sales tax. PEDC was <br />organized exclusively for the purpose of benefiting and accomplishing public purposes of the City by <br />promoting, assisting, and enhancing economic development activities for the City as provided by the <br />Development Corporation Act of 1979. The business and affairs are managed by a five -member board of <br />directors appointed by the governing body of the City. PEDC is fiscally dependent upon the City as the City <br />Council approves their budgets and must approve any debt issuance. However, the component unit does not <br />qualify for blending because the component services directly benefit the community rather than the City itself. <br />Complete financial statements for PEDC may be obtained at its administrative office at 1125 Bonham Street, <br />Paris, Texas 75460. <br />C. Basis of Presentation - Government -Wide Financial Statements <br />While separate government -wide and fund financial statements are presented, they are interrelated. The <br />governmental column incorporates data from governmental funds while business -type activities incorporate <br />data from the government's enterprise funds. Separate financial statements are provided for governmental funds <br />and proprietary funds. The statement of activities demonstrates the degree to which the direct expenses of a <br />given function or segment are offset by program revenues. Direct expenses are those that are clearly identifiable <br />with a specific function or segment. <br />As discussed earlier, the government has one discretely presented component unit, PEDC. PEDC is shown in a <br />separate column in the government -wide financial statements. <br />D. Basis of Presentation — Fund Financial Statements <br />The fund financial statements provide information about the government's funds, including its discretely <br />presented component unit. Separate statements for each fund category — governmental and proprietary — are <br />presented. The emphasis of fund financial statements is on major governmental and enterprise funds, each <br />displayed in a separate column. All remaining governmental and enterprise funds are aggregated and reported as <br />nonmajor funds. Major individual governmental and enterprise funds are reported as separate columns in the <br />fund financial statements. <br />27 <br />
