Water Sales and Commitments <br />1. Water Sales <br />The City has contracts extending for several years to sell treated and untreated water to six entities. Total <br />water sales tinder these contracts to these entities during the year ended September 30, 2021, were <br />approximately $3,024,113. <br />2. Construction Commitments <br />The City has active construction projects as of September 30, 2021. Water Storage Commitment <br />The City has the right to utilize an undivided 100% of the usable conservation storage space in Pat Mayse <br />Lake between elevations 451 feet and 415 feet above sea level which is estimated at 109,600 acre feet. The <br />Government reserves the right to control and use all storage in accordance with project purposes, to take <br />such measures to preserve life and or property including the right not to make downstream releases and to <br />inspect, maintain, or repair the project. The City will be required to pay 10.526% of the cost of joint -use <br />repair, rehabilitation, and replacement and 26.659% of the annual experienced joint -use operation and <br />maintenance of the project. <br />4. Civic Center Contract Commitment <br />The City is a party to a contract with the Chamber of Commerce of Lamar County, Inc. whereby three - <br />sevenths of the hotel/motel tax is to be dedicated to a fund to be used for improving, enlarging, equipping, <br />repairing, operating, or maintaining a civic center. The contract provides that the Chamber of Commerce <br />of Lamar County, Inc. will operate the civic center through September 30, 2021, and may be reviewed for <br />four additional one year terms upon written agreement of the parties. Either party may terminate this <br />contract at the end of the current term by giving thirty days notice. <br />5. Interlocal Cooperative Agreement <br />During the year, the City participated in an interlocal cooperative agreement with the Sulphur River <br />Regional Mobility Authority. The City's payments are to assist in funding completion of approximately <br />10.4 miles of four -lane divided highway in Delta County, Texas. The City considers this a cost sharing <br />arrangement, accordingly, debt payments are not included in long-term liabilities. Annual payments of <br />$100,827 include principal and interest at 3.68% beginning March 29, 2013, through March 29, 2024. The <br />City is required to establish a sinking fund and to levy and collect property tax. The balance outstanding at <br />September 30, 2021 is $283,307. <br />58 <br />
