Item No. 13 <br />M'emo�r�andum <br />TO: Mayor, Mayor Pro Tem and City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Program Update Presentation on 5 In 5 Housing Infill Development Program <br />DATE: May 9, 2022 <br />BACKGROUND & DISCUSSION <br />In January of this year the City Council adopted the 5 In 5 Housing Infill Development Program <br />Guidelines. At the same time the first agreement was approved for Mr. Marc McKinney to <br />construct 7 single family residences. Immediately following that adoption 2 weeks later, the City <br />Council, Lamar County Board, Paris ISD School Board, and the Paris Junior College Board all <br />approved an Interlocal Agreement authorizing the City of Paris to serve in the capacity of Trustee <br />Administrator for the assignment of all tax foreclosure sales and assignment of tax deeds under <br />the 5 In 5 Program. As of that date in time, staff worked with numerous builders interested in <br />learning more about the new home building incentive program and received pre -applications <br />reserving a first-come first -serve position on the lots eligible for tax foreclosure. In February the <br />first tax sale was held, but involved approximately two dozen parcels that were not on the pre - <br />application list, with the exception of 1 lot for Habitat for Humanity. Roughly 2/3rds of the lots <br />sold on the open bid list meaning that all 4 tax entities received back tax payments and liens as <br />required in the minimum opening bid requirement. This was a complete reversal of the past tax <br />sales which resulted in no tax foreclosures being purchased as experienced over the past 2 years. <br />The next tax foreclosure sale by the City's Tax Attorney was initially planned April, but due to <br />software issue with the Lamar County Appraisal District (LCAD) and other factors involving the <br />Lamar County Tax Attorney, the next foreclosure sale is not planned until July 5, 2022. As a result <br />the 70 parcels cannot proceed on 1 sale, but rather will take 2-3 months before the pre -application <br />list can be brought to tax foreclosure sale. <br />In the meantime, the City has the ability to continue working with builders/investors in lots they <br />own and have control over so as to enter the 5 In 5 Program. The 2" d approval by the City Council <br />was for Shane Brown and 3 duplexes. Tonight the council approves 7 duplexes for Ronny Enns. <br />Approved and pending 5 In 5 Agreements in the works at this time are as follows: <br />Page 1 of 2 <br />
