Item No. 17 <br />TO: Mayor, Mayor Pro Tem and City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Public hearing to consider and take action regarding the petition of the City of Paris <br />for a Comprehensive Plan Amendment from Commercial (C) to Low Density <br />Residential (LDR) in the City of Paris, City Block 170-C, Lots 14-C, 14-D, 14-E, <br />17, 18, 13A, 13, 12, 11, 14-13, PT of 14, 16, 2-1, being located at 2520, 2510, 2350, <br />2340, 2330, 2320, 2310, 2296, 2286, 2530, 2640, 2710 and 2280 SE 3rd Street, <br />Newberry Addition CB 167, Block 167, Lot 4, being located at 2705 SE 3rd Street, <br />City Block 167, Lot 3B and 5, being located at 2400 BLK and 2735 SE 3rd Street- <br />LCAD #'s 100434, 100439, 101536, 70336, 70937, 70742, 70739, 71188, 71599, <br />71393, 100436, 106759, 71625, 119215, 71892, 71884 and 71893. <br />DATE: May 23, 2022 <br />BACKGROUND & DISCUSSION <br />Following the City approval of the request by Austin Sugg for a minor Comprehensive Plan <br />amendment from C to LDR of the Future Land Use Map (FLUM), P&Z initiated a FLUM <br />amendment for additional surrounding properties on this block. P&Z concurred with Staff's <br />position that this should be done to create a larger cohesive future land use area for guiding <br />development or redevelopment of this side of 3rd Street SE. This will be far more consistent with <br />the existing low density residential character of the area, rather than for incremental conflicts for <br />commercial development interspersed within the residential neighborhood. This 2 block area along <br />SE 3rd St. for was now scheduled for this public hearing. On 5/2/22 the P&Z recommended <br />approval. <br />INPUTS <br />2 inputs have been received in favor of the changes. One from Joseph Vincent at 2330 3rd St. SE <br />in writing and one verbally from Sharonn Houchins at 2520 3rd St. SE. <br />RECOMMENDATION <br />Staff recommends approval of this request for a Comprehensive Plan Amendment from <br />Commercial (C) to Low Density Residential (LDR) for the FLUM based upon the current and <br />future uses of this two block area along SE 3rd St. as shown on the attached map. <br />
