Regular Council Meeting <br />May 23, 2022 <br />Page 5 <br />Mayor Portugal opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this item to please come forward. With no one speaking, Mayor <br />Portugal closed the public hearing. <br />A Motion to approve this item was made by Mayor Pro -Tem Hughes and seconded by <br />Council Member Pilgrim. Motion carried, 7 ayes — 0 nays. <br />21. Discuss and act on RESOLUTION NO. 2022-038: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING A RESIDENTIAL TAX <br />ABATEMENT AGREEMENT BETWEEN THE CITY OF PARIS, TEXAS ("CITY") <br />AND PARIS/LAMAR COUNTY HABITAT FOR HUMANITY, ("OWNER"); <br />MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT <br />AND DECLARING AN EFFECTIVE DATE. <br />Mr. Mack explained that he had been working with Habit for Humanity toward the 5 in 5 <br />Program but they did not have control over the other four lots at this time. Mr. Mack said City <br />Staff had worked with the organization to achieve one of the four�incentives of the program with <br />a 5 year 100% tax abatement. Mr. Mack said staff recommendedapproval of a 5 -year 100% <br />Residential Tax Abatement, Agreement with Paris/Lamar County Habitat for Humanity for the <br />property located at 743 East Polk Street. Mr. Mack introduced Mark Whitney with Habitat <br />Humanity, who expressed appreciation about the City working with them and said the ,soon to be <br />new owner of the home was in the audience. <br />Mayor Portugal said this was the first Habitat Home to come into the Program and said <br />she was excited about this. <br />A Motion to approve this item was made by Mayor Pro -Tem Hughes and seconded by <br />Council Member Savage. Motion carried, 7 ayes — 0 nays. <br />22. Discuss and act on ORDINANCE NO. 2022-032: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AUTHORIZING THE ISSUANCE OF <br />A SOLID WASTE COLLECTION PERMIT TO TRASH AWAY DUMPSTER <br />RENTALS, LLC FOR THE PURPOSE OF ENGAGING IN THE BUSINESS OF <br />COLLECTING AND/OR TRANSPORTING SOLID WASTE FROM COMMERCIAL <br />AND INDUSTRIAL UNITS WITHIN THE CITY LIMITS OF THE CITY OF PARIS, <br />TEXAS; FINDING A PUBLIC NECESSITY AND CONVENIENCE FOR ISSUANCE <br />OF SAID PERMIT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO <br />THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. <br />City Clerk Janice Ellis explained that Trash Away Dumpster was new to Paris, the <br />application had been completed and required insurance provided. Ms. Ellis recommended <br />approval of this permit. <br />
