Item No. 7 <br />Memorandum <br />TO: Mayor, Mayor Pro -Tem and City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: 903 Concert Series Festival Event —1 -Year Agreement with TX DOT for <br />Closure of Downtown Square on Thursday Evenings 6/23, 6/30 & 7/21/2022 <br />DATE: June 13, 2022 <br />BACKGROUND <br />The 903 Concert Series Special Event is a brand new community event for the promotion of <br />Downtown Paris to visitors as well as residents. The free concert event series is being put on by <br />the Visit Paris Organization. This will be the first year of this event and requires council approval <br />of a TX DOT Agreement given the fact that State Highway roads through the square longer than <br />4 hours requires a mutual standard agreement similar to other downtown events. The event will <br />stimulate the economy by bringing in approximately 1,000-3,000 people to downtown, <br />depending upon the performers. The event will be brought back annually depending upon the <br />success for the first year. It is an exciting event for the City of Paris and City and Chamber <br />Officials are highly optimistic for the positive impact this community cultural event will create <br />for our community. Several other cities in Texas put on this type of event and the intent is to do <br />the same sort of event to help promote Paris as a Great Place in Texas. <br />The street closures will be for the whole square similar to what the City does for the annual <br />Pumpkin Festival. The City Traffic Department will assist with setting up of barricades for the <br />street and parking spaces. The Main Street Department will also assist on an as -needed basis. As <br />a result of this and the time needed to set up the stage in the diagonal parking spaces in front of <br />Spangler's a half day closure plan agreement with TX DOT is required. As a result, the request <br />by Visit Paris is for the City to enter into a 1 -year agreement with TX DOT for street closures as <br />shown on the attached Traffic Control Plan. The City Council must approve a resolution for the <br />event street closure to authorize the process of the agreement approval with TX DOT. Attached <br />with the agreement in Exhibit A is the planned Event Route Detour Map and Exhibit C is the <br />application with the event details. When the series returns in 2023, a new agreement will be <br />required with the new dates for event. <br />
