RESOLUTION NO A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, DETERMINING THAT AN AREA OF THE CITY CONTAINS CONDITIONS WHICH ARE DETRIMENTAL TO THE PUBLIC HEALTH, SAFETY, AND WELFARE OF THE COMMUNITY AND CONSTITUTES A BLIGHTED AREA. WHEREAS, the City Council of the City of Paris has reviewed and evaluated conditions in the designated Main Street area of the municipality; and WHEREAS, The City Council has found conditions which are detrimental to the public health, safety, and welfare of the community within the designated Main Street area, as follows: The area has a predominance of buildings and public infrastructure that are dilapidated and deteriorated due to age. The sidewalks are in general disrepair where they exist. The current sidewalks are obsolete in that they are undersized and there is a general lack of ADA ramps. Lack of lighting in the area is a safety issue throughout the Main Street District. WHEREAS, the City Council of the City of Paris has authorized an application for funding under the Main Street program, as follows: The replacement of deteriorated sidewalks, curb and gutter, construction of new ADA compliant ramps and for lighting along First Street WHEREAS, these project activities will aid in the elimination of blight in the community by eliminating dilapidated, deteriorated and inaccessible conditions and infrastructure which are detrimental to the public health safety and welfare of the community. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS THAT THE AREA IDENTIFIED BY THE FOLLOWING BOUNDARIES AND OUTLINE ON THE MAP ATTACHED HERETO AS EXHIBIT A HAS BEEN DETERMINED TO BE A BLIGHTED AREA.
