Regular Council Meeting <br />May 23, 2022 <br />Page 4 <br />PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS <br />CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />Mr. Mack explained that Don Wilson, on behalf of Sunrise Ministries International <br />Church, wanted to proceed with a remodel of the nursing facility to convert it into storage, <br />located at 3055 Clarksville Street. He said this was a prohibited use in the Neighborhood Service <br />District, but would be allowed if a specific use permit was approved in the Commercial District. <br />Mayor Portugal opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this item to please come forward. With no one speaking, Mayor <br />Portugal closed the public hearing. <br />A Motion to approve this item was made by Council Member Pankaj and seconded by <br />Council Member Moore. Motion carried, 7 ayes — 0 nays. <br />19. Discuss, conduct a public hearing, and act on AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING ZONING ORDINANCE <br />NO. 1710 OF THE CITY OF PARIS, TEXAS, AS HERETOFORE AMENDED, SO AS <br />TO ALLOW A SPECIFIC USE PERMIT (SUP) FOR A SELF-STORAGE/MINI- <br />WAREHOUSE IN THE CITY OF PARIS, BLOCK 249, LOT 35A, LCAD #17987, <br />LOCATED AT 3055 CLARKSVILLE STREET; PROVIDING A REPEALER <br />CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY <br />CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />Mr. Mack said not all of the required documentation had been submitted in time for the <br />Planning & Zoning Commission hearing but that the Planning & Zoning Commission opened the <br />public hearing and continued this item until their meeting in June. <br />Mayor Portugal opened the public hearing and continued the hearing to the June 27" City <br />Council meeting. <br />20. Discuss, conduct a public hearing, and act on ORDINANCE NO. 2022-031: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO REZONE CITY OF PARIS BLOCK 50, <br />LOT 2, LOCATED AT 1155 W. CHERRY STREET, IN THE CITY OF PARIS, <br />LAMAR COUNTY, TEXAS, FROM A LIGHT INDUSTRIAL DISTRICT (LI) TO A <br />ONE -FAMILY DWELLING DISTRICT NO. 2 (SF -2); DIRECTING A CHANGE <br />ACCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY; PROVIDING A <br />REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A <br />PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />Mr. Mack explained that the proposed residential use of this property was consistent with <br />the Comprehensive Plan and was consistent with the existing residential uses of the street area. <br />He said the Planning & Zoning Commission recommended approval, as did staff. <br />
