Regular Council Meeting <br />May 23, 2022 <br />Page 7 <br />Mr. Path said at this time, option 2 would be the best and it was important to note that the <br />City would be picking up the same amount of trash but in one trip instead of two trips. Mr. Path <br />emphasized that the service was not being reduced, as the service would remain the same. <br />Mayor Portugal commended City Staff and noted that out of the twelve cities included in <br />the comparison, that only four were run by the City. She said she thought the City should start <br />looking at privatizing the sanitation department. Council Member Savage said he would like to <br />get information about privatization. Mr. Path said the City could go out for RFPs but that it <br />could be a six-month process. He asked that they not begin that process until they get through <br />the budget process. Council Member Savage said they may have to lift some of the restrictions <br />for the hiring process and Mr. Path said they had been extensively reviewing the screening <br />process. Council Member Pankaj said he hated to continue down this path and lose more <br />employees. He agreed that they needed to look at privatization. Council Member Knox inquired <br />what staff thought about option 2. Mr. Path said the Public Works staff were the ones who came <br />up with option 2. Council Member Knox said she had previously brought up privatization and <br />this was one-step closer in that direction. Council Member Pilgrim said he hated it but he <br />supported it. He also said the idea of privatization was brought up several years ago but was shut <br />down by a petition. He also said a private company had the equipment, could afford to pay their <br />employees and the City was competing with private companies. Council Member Pilgrim said it <br />looked like privatization was at the end of this deal, and at that time maybe, they could go to <br />back to trash pickup two days a week. Mayor Pro -Tem Hughes expressed support in moving <br />from two days a week to one day a week, citing it was important to keep employee morale up. <br />Council Member Savage emphasized the City was not cutting service but was just reducing from <br />twice a week pick-up to once a week pick-up. Mayor Pro -Tem Hughes asked Mr. Path to look at <br />privatization and bring back numbers to the City Council. Mr. Path said he would do so and <br />asked that he have time to get through the budget process and then gather the information. <br />Council Member Moore said as a business owner, she believed in taking care of the employees. <br />A Motion to approve this item was made by Council Member Pankaj and seconded by <br />Council Member Knox. Motion carried, 7 ayes — 0 nays. <br />24. Discuss and possibly act on procedures for conducting annual evaluations of the city <br />manager, city attorney and municipal judge. <br />Council Member Pankaj said at the last meeting they were going to discuss this, but <br />wanted to wait until they had the entire Council present. He also said that Mr. Path had provided <br />them with a form last year and inquired if the two other employees want to do the same. He <br />suggested they come up with a deadline to get this done. Mayor Portugal said that Mayor Pro - <br />Tem Hughes and Council Member Pankaj had volunteered to work on this, and asked if someone <br />else wished to volunteer. Council Member Savage volunteered to help with this. <br />
