Item No. 15 <br />TO: Mayor, Mayor Pro Tem and City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Public hearing to consider and take action regarding the petition of the City of Paris <br />for the addition of a Historic Overlay District (HD -18) in a Two -Family Dwelling <br />District (217) in the City of Paris, Block 146, Lot 3, located at 705 SE 3rd Street- <br />LCAD 16382. <br />MTG. DATE: June 27, 2022 <br />BACKGROUND <br />The City of Paris proposes the addition of a local Historic Overlay District (HD -18) for the creation <br />of a single freestanding historic district. This is for the identified oldest standing residence in the <br />City located a 705 SE 3`d St. The City has mowed the property for years and the property is <br />delinquent with several years of unpaid property taxes making it eligible for tax foreclosure due to <br />the vacant status of the residence. The Historic Preservation Commission (HPC) and Planning & <br />Zoning Commission have recommended to the City Council the creation of this new single <br />structure district to preserve the architectural significance of the propertylIcP11. This will protect the <br />oldest house in the City of Paris from any potential demolition orders according to ordinance <br />provisions. There has also been substantial interest in purchasing the property should it become <br />eligible for sale under the tax foreclosure proceedings. The exterior of the structure appears <br />salvageable, thus warranting the creation of this district. <br />ANALYSIS <br />The house was constructed in 1880 with an Italianate Architecture Style. There are no plans at this <br />time for remodeling. Although, it is highly likely that such remodeling work would begin once it <br />can be relinquished from a trustee status through a court proceeding. The establishment of this <br />historic district designation is an additional step in securing a future for the residence and creating <br />financial grant incentives for remodeling. The condition of the interior is undetermined at this <br />point in time. <br />Page 1 of 2 <br />
