MINUTES OF THE SPECIAL CITY COUNCIL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />June 4, 2022 <br />The City Council of the City of Paris met for a City Council Retreat at 9:00 a.m. on <br />Saturday, June 4, 2022, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. <br />Present: Mayor: Paula Portugal <br />Mayor Pro -Tem: Reginald Hughes <br />Council Members: Gary Savage, Mihir Pankaj, Linda Knox, and <br />Clayton Pilgrim <br />City Staff: Grayson Path, City Manager; Robert Vine, <br />Assistant City Manager; Stephanie Harris, City <br />Attorney; and Janice Ellis, City Clerk <br />Absent: Council Member: Shatara Moore <br />1. Call meeting to order. <br />Mayor Portugal called the meeting to order at 9:09 a.m. <br />2. Citizen's forum. <br />No one spoke during citizen's forum. <br />3. Introduction of Consultant(s). <br />Mayor Portugal introduced Dr. Richard Lewis and Siri Bletzer, M.A., LPC, LMFT. <br />4. Team Building Session, including but not limited to elements of effective teamwork, <br />strengths and weaknesses of current teamwork, enhancing teamwork between the City Council <br />and senior staff, creation of a vision statement, review of current mission statement, and the <br />identification of strategic initiatives. <br />Dr. Lewis reviewed "Building Teams within Organizations," focusing on the types of <br />teams, the organization and team process. He explained the five stages of team development and <br />levels of expectations of effective teamwork. Next, Ms. Bletzer administered the Myers -Briggs <br />Type Indicator Sorter. Dr. Lewis and Ms. Bletzer had City Council mark their personality types <br />on flip charts, and reviewed the sixteen types by comparisons of temperaments with City <br />Council. City Council discussed goals and objectives, as well as put together a draft mission <br />statement. <br />
