She said staff would get the certificates and gift cards <br />to those who were unable to attend the meeting. <br />C. Citizens' Forum. <br />Amanda Green — she said she was the doctor for the Paris Lamar County Health <br />Department and was on the smoking committee that approved the original smoking ordinance. <br />She said vaping damaged lungs, that seventy-five other cities had an ordinance against vaping <br />and she encouraged City Council to do the same. <br />Consent Agenda <br />Mayor Portugal inquired of Council Members if they wished to pull any items from the <br />consent agenda for discussion. There being none, a Motion to approve the consent agenda was <br />made by Council Member Pankaj and seconded by Council Member Pilgrim. Motion carried, 7 <br />ayes — 0 nays. <br />5. Approve minutes from the meeting of May 23, 2022. <br />6. Receive reports and/or minutes from the following boards and commissions: <br />a. Paris Visitors & Convention Council Board of Directors (4-18-2022) <br />b. Paris Public Library Advisory Board (4-20-2022) <br />7. Approve RESOLUTION NO. 2022-039: A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF PARIS, TEXAS, APPROVING AND AUTHORIZING THE <br />EXECUTION OF AN AGREEMENT WITH THE TEXAS DEPARTMENT OF <br />TRANSPORTATION (TxDOT) FOR THE TEMPORARY CLOSURE OF STATE <br />RIGHT-OF-WAY IN SUPPORT OF THE 2022, 903 CONCERT SERIES; MAKING <br />OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND <br />PROVIDING AN EFFECTIVE DATE. <br />8. Approve RESOLUTION NO. 2022-040: A RESOLUTION OF THE CITY COUNCIL <br />OF PARIS, TEXAS, AUTHORIZING THE EXECUTION OF A CITIZEN <br />PARTICIPATION PLAN IN SUPPORT OF A TEXAS COMMUNITY <br />DEVELOPMENT BLOCK GRANT PROGRAM APPLICATION TO THE TEXAS <br />DEPARTMENT OF AGRICULTURE FOR THE MAIN STREET FUND; <br />AUTHORIZING THE MAYOR TO ACT AS THE CITY'S EXECUTIVE OFFICER <br />AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO <br />THE CITY'S PARTICIPATION IN THE TEXAS COMMUNITY DEVELOPMENT <br />BLOCK GRANT PROGRAM. <br />
