Doty <br />City Manager <br />Paris, Texas 75460 <br /> <br />Re: The appraisal of 28 parcels in the Collegiate Drive Project, <br />No. MA757(1) in Lamar County, Texas. <br /> <br />Dear Mr. Doty: <br /> <br />At the request of Mr. T.K. Haynes, I have prepared a proposal to appraise <br />the 28 par""ls in the Collegiate Drive project including the temporary <br />easements when applicable. <br /> <br />My estimate is based on the assumption,;that full, narrative reports are not <br />necessary. The appraisals would be based on a physical inspection of the <br />property with the owners invited on the inspection, and include at a <br />minimum; photographs, a brief property description, improvement sketch, <br />highest and best use, comparable sales, a brief summary of the analysis <br />necessary to derive the estimates of value, and a summary of the following <br />values: <br /> <br />(1) Whole property before the take <br />(2) Part taken <br />(3) Remainder before the take <br />(4) Remainder after the take <br />(5) Damages or enhancements <br />(6) Total Compensation <br /> <br />After a discussion with Mr. John Robinson, Supervisor of the Right of Way <br />Section, Texas State Department of Highways and Public Transportation, I <br />have developed a format that will be sufficiently detailed to meet all of the <br />federal requirements, yet concise and summarized enough to maximize the <br />saving of time and money in the appraisal process. <br /> <br />I have assumed that the city will furnish legal descriptions, the name of the <br />owner of record, his address and phone number, 5 year sales history, <br />recording data, and an up to date map of the project. I would anticipate <br />working closely with your staff on any unforseen questions or problems <br />especially pertaining to the descriptions of the whole properties and the <br /> <br />2673 NORTH MAIN STREET.
