Minutes <br />Traffic Commission <br />City of Paris <br />The Traffic Commission met on Tuesday December 07, 2021 at 5:15 P.M. in the <br />Municipal Courtroom with the following members present: <br />1. John Darst <br />2. Tony Clark <br />3. John Eyler <br />4. Lloyd Fry <br />Absent: Wendell Moore, Michael Ellis, and Sandi Kear <br />The city staff was represented by Asst. Chief Randy Tuttle. <br />John Eyler called the meeting to order at 5:15pm. A quorum was established with <br />four members present. <br />Mr. Eyler then moved to item #2 regarding approval of minutes from October 05, <br />2021 meeting. Mr. Clark made a motion to approve the minutes and it was <br />second by Mr. Darst. Motion passed 4-0. <br />Mr. Eyler then moved to item #3 regarding discussion and possible action <br />concerning installation of a temporary speed zone on NW Loop 286. Mr. Tuttle <br />informed members that the Texas Department of Transportation (TXDOT) had <br />recently awarded a contract for road construction on the NW Loop and TXDOT <br />had made a request that the speed limit in the construction area be lowered from <br />60 mph to 50 mph. TXDOT representative Austin Shatto informed members that <br />TXDOT had awarded Highway 19 Construction the project to overlay the <br />westbound lanes on NW Loop 286 from approximately Campbell Soup west to <br />19th NW (FM 79). Mr. Shatto said one lane will be overlaid while the other lane is <br />left open for traffic with a_ barrier between lanes. Once one lane is -completed <br />traffic will be rerouted to that lane and the other lane will be completed. Mr. <br />Shatto estimated the project should take about eight to nine months to complete <br />with work expected to begin around the end of December or first of January. Mr. <br />Shatto stated the speed zone will be between N. Main (US 271) and 19th NW <br />(FM 79). After discussion Mr. Darst made a motion to recommend council adopt <br />an ordinance to temporarily lower the speed limit from 60 mph to 50 mph during <br />this construction. A second was made by Mr. Fry and the motion passed 4-0. <br />
