Salter, Jr., Chief of Police <br />SUBJECT: RESOLUTION EXTENDING THE NORTHEAST TEXAS AUTO THEFT <br />TASK FORCE THROUGH THE MOTOR VEHICLE CRIME <br />PREVENTION AUTHORITY GRANT FOR FY -2023 <br />DATE: July 25, 2022 <br />BACKGROUND: For the past 28 years, the Paris Police Department has benefited from the <br />Texas Motor Vehicle Crime Prevention Authority (MVCPA) Grant. The Texas Motor <br />Vehicle Crime Prevention Authority (MVCPA) exists to empower local law enforcement <br />agencies and communities to combat and prevent statewide motor vehicle crime. The MVCPA <br />is an evidence based, strategy driven and community -centric network to support regional <br />taskforces, improve coordination, deploy equipment and provide clear messaging to reduce <br />motor vehicle crime. <br />The MVCPA fosters a statewide collaborative network of law enforcement and non -law <br />enforcement resources to combat motor vehicle burglaries, motor vehicle thefts and fraud - <br />related motor vehicle crime. The MVCPA also funds education campaigns to inform <br />automobile owners of methods and best practices to prevent motor vehicle burglaries and/or <br />thefts. The MVCPA issues grants to law enforcement agencies (referred to as Task Forces) <br />and educates the public to act and use prevention techniques to fulfill its mission. The <br />MVCPA uses the appropriated funds to provide effective coverage around the state through <br />the cooperative network of law enforcement groups, prosecutors, insurance industry <br />representatives, local tax assessor -collectors, and concerned citizens to combat motor vehicle <br />crime through enforcement, prevention, public awareness, and education initiatives. <br />STATUS OF ISSUE: The Northeast Texas Auto Theft Task Force currently consists of one <br />Paris Police Department Auto Theft Detective and one Lamar County Sheriff's Office <br />Investigator who collaborate on a full-time basis through an Inter -local Agreement to provide <br />assistance to law enforcement agencies throughout a defined nine (9) county area of Northeast <br />Texas. The task force will adopt any auto theft or burglary of motor vehicle case upon request <br />of any agency in the coverage area. The task force will conduct DMV68-A inspections for the <br />coverage area, and assist DMV offices with investigations involving Title Fraud. The MVCPA <br />
