Item No. 14 <br />TO: Mayor, Mayor Pro -Tem and City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Consideration of and action on the Final Plat of the Lone Star Addition, Lot 1, <br />Block A, LCAD 18634 & the South approximate 111 ft. of LCAD 18635 <br />located immediately South of 1421 NE 19th Street. <br />MTG. DATE: July 25, 2022 <br />BACKGROUND <br />At its meeting held on July 5, 2022, the Planning & Zoning Commission recommended <br />approval of the preliminary and final plat with conditions. The applicant has revised the final <br />plat since that date reducing the overall size of the new plat to only include the land area under <br />common ownership for the construction of a new building. As a result, the final plat can still <br />be approved with conditions, which include additional revisions to the preliminary plat which <br />must be submitted before the final plat can be released for recording and issuance of a building <br />permit. <br />RECOMMENDATION <br />Staff recommends approval of the Final Plat of the Lone Star Addition, Lot 1, Block A, subject <br />to the following recommended conditions of the City Engineer: <br />1. As per the City of Paris Subdivision Ordinance, Chapter 9, Exhibit A, Section IV, the <br />preliminary plat shall be provided, meeting all requirements of the subdivision and <br />zoning ordinance prior to release of the final plat for recording and issuance of a <br />building permit. <br />2. As per the City of Paris Subdivision Ordinance, Chapter 9, Exhibit A, Section VIII.J, <br />prior to release of the final plat for recording and issuance of a building permit, civil <br />plans shall be provided, showing building location, parking lot design, grading, etc. <br />3. As per the City of Paris Subdivision Ordinance, Chapter 9, Exhibit A, Section VIII. <br />General Requirements (A, E7, E14) <br />a. 19th Street is categorized as an arterial roadway by the master thoroughfare <br />plan and requires additional ROW dedication to meet the needed 40 ft. to <br />centerline of the road. <br />b. The distance from centerline of the street to the edge of the property is <br />currently 29' instead of the shown 30' which shall be revised. <br />4. As per the City of Paris Subdivision Ordinance, Chapter 9, Exhibit A, Section V. <br />Final Plat (8 & 11), an access easement will need to be provided to accommodate the <br />drive on the existing northeast portion of the property. It appears that this driveway <br />will be shared and shall therefore be shown in an access easement since it will be <br />shared between two separate parcels. <br />
