Item No. 18 <br />TO: Mayor, Mayor Pro -Tem and City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Public hearing to consider and take action regarding the petition City of Paris <br />for a Master Thoroughfare Plan Amendment from a Minor Arterial Roadway <br />to a Major Collector Roadway on Fitzhugh Ave., North of Clement Rd to NE <br />Loop 286. <br />MTG. DATE: July 25, 2022 <br />BACKGROUND <br />At its meeting held on July 5, 2022, the Planning & Zoning Commission recommended <br />approval of this City initiated change to the Master Thoroughfare Plan. Staff reviewed the <br />above segment of the Master Thoroughfare Plan in relation to the new approved DPI <br />Subdivision at the NW intersection of Fitzhugh Ave and Clement Street NE. The current plan <br />calls for an Arterial Roadway Classification and the Development Staff Team and P&Z finds <br />this classification inside the loop to be unrealistic and unnecessary. It also would have <br />negatively impacted the planned development of the subdivision site now planned for 3 <br />duplexes under the City's 5 In 5 Infill Housing Development Program. Therefore it is <br />recommended that the roadway functional classification should be reduced to a Major <br />Collector requiring 60 ft. of ROW width which is consistent with the existing roadway. <br />RECOMMENDATION <br />Staff and the P&Z recommends approval of the Minor Amendment to the Master Thoroughfare <br />Plan from a Minor Arterial Roadway to a Major Collector Roadway on Fitzhugh Ave., North <br />of Clement Rd to NE Loop 286. <br />
