Item No. 19 <br />Memorandum <br />TO: Mayor, Mayor Pro -Tem and City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Public hearing to consider and take action regarding the petition of the City of <br />Paris for a Master Thoroughfare Plan Amendment from a Major Arterial <br />Roadway to a Major Collector Roadway on SE 3rd Street/FM 1497 from S <br />Church Street to County Road 12600, <br />MTG. DATE: July 25, 2022 <br />BACKGROUND <br />At its meeting held on July 5, 2022 following extensive citizen input, the Planning & Zoning <br />Commission recommended approval of this City initiated change to the Master Thoroughfare <br />Plan. Staff has reviewed the above segment of the Master Thoroughfare Plan in relation to a <br />new proposed Sugg Subdivision along SE 3rd Street recently rezoned by the City for new <br />duplex construction. The current plan calls for an Arterial Roadway Classification and the <br />Development Staff Team believes this classification inside and outside the loop to the ETJ is <br />unrealistic and unnecessary. It also would have negatively impacted the planned development <br />of the subdivision site now planned for 2 duplexes. Therefore it is recommended that the <br />roadway functional classification should be reduced to a Major Collector requiring a lesser <br />ROW of 60 ft. which is consistent with the existing roadway ROW width currently at 70 ft. in <br />Width. <br />Staff received numerous calls from citizens along this roadway that received mailed notices <br />required for this minor amendment to the Comprehensive Plan. A number of Inputs were also <br />received in opposition to the proposed change. Unfortunately, more detailed information <br />informing the citizens more thoroughly as to what this change entails in that this will have <br />absolutely no affect at all to their property was not better explained in easy to understand terms <br />with the advanced hearing notice. In fact it caused a bit of a stir. However, once explained to <br />the public at the hearing and to each of the many callers, they fully understood the reason for <br />the change and all their concerns were eliminated. <br />RECOMMENDATION <br />
