ORDINANCE NO. AN ORDINANCE OF THE CITY OUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING A MINOR AMENDMENT TO THE MASTER THOROUGHFARE PLAN FROM A MAJOR ARTERIAL ROADWAY TO A MAJOR COLLECTOR ROADWAY ON SE 3RD STREET/FM 1497 FROM S. CHURCH STREET TO COUNTY ROAD 12600; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, city staff has reviewed the proposed Master Thoroughfare Plan in relation to a new proposed subdivision along SE 3rd Street recently rezoned by the City for new duplex construction; and WHEREAS, the proposed collector street negatively impacts a planned development of this site; and WHEREAS, the current plan calls for an Arterial Roadway Classification and the development staff team believes this classification inside and outside Loop 286 to the ETJ is unrealistic and unnecessary and would negatively impact the planned development of the planned two (2) duplexes; and WHEREAS, at its July 5, 2022 meeting, after conducting a public hearing, the Planning and Zoning Commission recommended roadway functional classification for the Arterial Roadway should be reduced to a Major Collector Roadway requiring a lesser right of way of 60 ft. consistent with existing roadway right of way width currently at 70ft. in width; and WHEREAS, at the July 25, 2022 meeting of the Paris City Council, the City Council, after conducting a public hearing, and having considered the recommendations of the Planning and Zoning Commission and the testimony and evidence introduced at said public hearing approved the Minor Amendment to the Master Thoroughfare Plan from a Major Arterial Roadway to a Major Collector Roadway on SE 3rd Street/FM 1497 from S. Church street to County Road 12600 by a vote of yeas and nays; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this ordinance are hereby in all things approved. Section 2. That Minor Amendment to the Master Thoroughfare Plan from a Major Arterial Roadway to a Major Collector Roadway on SE 3rd Street/FM 1497 from S. Church Street to County Road 12600 be approved.
