DATE: July 25, 2022 <br />BACKGROUND <br />At its meeting held on July 5, 2022, the Planning & Zoning Commission recommended approval of this <br />developer initiated change to the Master Thoroughfare Plan. The Planning & Zoning Commission, City <br />Council, Staff and Developer have reviewed the new proposed master planned development known as <br />the Forestbrook Estates during a recent work session held in the past couple of months. The current <br />thoroughfare plan calls for a collector street system supporting the residential development of the site. <br />The plan, however, does not extend easterly to SE Loop 286 incorporating the old railroad bed that <br />went back to the land owner once abandoned years ago. This affords 80 ft. of ROW fronting along SE <br />Loop 286 which is sufficient width for a Major Arterial Roadway. The developer has worked with <br />staff to incorporate this upgraded roadway plan into the Planned Development to accommodate higher <br />density residential and commercial development, along with a proposed school site and parkland further <br />to the North end of this nearly 200 acre land area for the development. Further to the West the current <br />plan also calls for the extension of the roadway through the City's ballfields at the Civic Center Park <br />area and into low lying wetland areas. None of this makes any sense from an actual standpoint of <br />actually construction the roadway some day with a goal of connecting New Jefferson at Collegiate with <br />Loop 286 to support new development in this area inside the Loop and beyond. Accordingly the <br />developer has petitioned to amend the thoroughfare plan to support the mixed use master planned <br />community. This was the subject of a recent joint work session with the developer, P&Z and City <br />Council. <br />This change in the thoroughfare plan makes very good sense from a planning perspective as the <br />community seeks to grow to the undeveloped areas of the Southeast portion of the city. It will also <br />create another major east -west route south of Lamar and Clarksville without reliance on the Loop <br />system. It would also be considered as a future TX DOT roadway if the City and developer can agree <br />on how to collectively pay for its new construction. A meeting has been planned with the developer, <br />adjacent property owner and TX DOT to further discuss this plan and requirements for a developer <br />initiated Traffic Impact Analysis (TIA) for connection of all roads in the development to the TX DOT <br />Trunk Highway System. Continued discussions between the developer and staff are on-going with <br />regard to how this will be constructed and paid for. Continued discussions on this subject will be held <br />during and after the City Council Meeting regarding implementation of this Thoroughfare Plan <br />Amendment to serve the proposed development and beyond. <br />
