ORDINANCE NO. 2022 - 043 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />TEXAS, APPROVING A MINOR AMENDMENT TO THE MASTER <br />THOROUGHFARE PLAN FROM A MINOR ARTERIAL ROADWAY TO <br />A MAJOR COLLECTOR ROADWAY ON FITZHUGH AVE. NORTH OF <br />CLEMENT RD. TO NE LOOP 286; MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN <br />EFFECTIVE DATE. <br />WHEREAS, city staff has reviewed the proposed Master Thoroughfare Plan in <br />relation to a new approved DPI Subdivision at the northwest intersection of Fitzhugh <br />Ave. and Clement Rd.; and <br />WHEREAS, the current plan calls for an Arterial Roadway Classification and <br />the development staff team believes this classification inside Loop 286 is unrealistic <br />and unnecessary; and <br />WHEREAS, it would negatively impact the planned development of the <br />Subdivision site now planned for three (3) duplexes under the City's 5 in 5 Infill <br />Housing Development Program; and <br />WHEREAS, at its July 5, 2022 meeting, after conducting a public hearing, the <br />Planning and Zoning Commission recommended that the roadway functional <br />classification should be reduced to a Major Collector requiring a lesser right of way of <br />60 ft. consistent with the existing roadway right of way width; and <br />WHEREAS, at the July 25, 2022 meeting of the Paris City Council, the City <br />Council, after conducting a public hearing, and having considered the <br />recommendations of the Planning and Zoning Commission and the testimony and <br />evidence introduced at said public hearing finds and approves the Minor amendment <br />to the Master Thoroughfare Plan from a Minor Arterial Roadway to a Major Collector <br />Roadway on Fitzhugh Ave., north of Clement Rd. to NE Loop 286 by a vote of 6 yeas <br />to o nays. <br />NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY <br />OF PARIS, TEXAS: <br />Section 1. That the findings set out in the preamble to this ordinance are <br />hereby in all things approved. <br />Section 2. That a minor amendment to the Master Thoroughfare Plan from a <br />Minor arterial Roadway to a Major Collector Roadway on Fitzhugh Ave., north of <br />Clement Rd. to NE Loop 286is hereby approved. <br />Section 3. That all provisions of the ordinances of the City of Paris, Texas in <br />conflict with the provisions of this ordinance are hereby repealed, and all other <br />
