RESOLUTION NO. 2022- 052 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />TEXAS APPROVING THE SUBMISSION OF AN APPLICATION FOR AN <br />EXTENSION OF A MOTOR VEHICLE CRIME PREVENTION <br />AUTHORITY (MVCPA) GRANT FOR CONTINUATION OF THE <br />NORTHEAST TEXAS AUTO THEFT TASK FORCE; APPROVING A CASH <br />MATCH FROM THE CITY OF PARIS IN CONNECTION WITH SAID <br />GRANT EXTENSION; AUTHORIZING THE EXECUTION OF ANY AND <br />ALL DOCUMENTS NECESSARY FOR ACCEPTANCE AND <br />IMPLEMENTATION OF SAID GRANT UPON NOTICE THEREOF; MAKING <br />OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND <br />PROVIDINGAN EFFECTIVE DATE. <br />WHEREAS, under the provisions of Texas Transportation Code Chapter 1006 <br />and Texas Administrative Code Title 43, Part 3, Chapter 57, entities are eligible to <br />receive monetary grants from the Motor Vehicle Crime Prevention Authority to <br />provide financial support to law enforcement agencies for automobile theft <br />enforcement teams and to combat motor vehicle burglaries in their respective <br />jurisdictions; and <br />WHEREAS, the City of Paris established the Northeast Texas Auto Theft Task <br />Force, hereafter referred to as the "Task Force," with the assistance of the Auto <br />Burglary and Theft Prevention Authority in September of 1994, and since that time, for <br />28 consecutive years, the City of Paris has been approved to continue the Task Force <br />under this grant to combat motor vehicle burglary and theft; and <br />WHEREAS, there is one Paris Police Detective and one Lamar County Sheriffs <br />Deputy assigned to the Task Force. Their salaries are paid for by this grant, and they are <br />authorized to investigate auto thefts and auto burglaries across local jurisdictional lines <br />in nine counties throughout Northeast Texas. In addition, the task force conducts <br />Department of Motor Vehicles (DMV) 68-A inspections for the 9 -county coverage <br />area, and assist DMV offices with investigations involving title fraud; and <br />WHEREAS, the City Council of the City of Paris desires to extend the Motor <br />Vehicle Crime Prevention Authority Grant entitled "Northeast Texas Auto Theft Task <br />Force" as described in the City of Paris Grant Application for State of Texas, fiscal <br />year - 2023, attached hereto as Exhibit "A". beginning September 1, 2022 and ending <br />August 31, 2023, in the amount of $158,430.00 including a cash match from the City <br />totaling $18,000.00; and <br />WHEREAS, City of Paris has agreed that in the event of loss or misuse of the <br />grant funds, City of Paris assures that the grant funds will be returned in full to the <br />Motor Vehicle Crime Prevention Authority. <br />
