Item No. 15 <br />Memorandum <br />TO: Mayor, Mayor Pro Tem & City Council <br />FROM: Grayson Path, City Manager <br />Stephanie Harris, City Attorney <br />Janice Ellis, City Clerk <br />SUBJECT: ORDINANCE CALLING A CITY-WIDE CHARTER ELECTION <br />DATE: August 8, 2022 <br />BACKGROUND: <br />On August 9, 2021, the City Council approved Ordinance 2021-024 to charge the Charter Review <br />Commission (CRC} with the task of reviewing the City of Paris Charter and making <br />recommendations for amendments, if any. <br />The CRC was appointed by the City Council and consisted of the following individuals: <br />- Alix Putnam (Chairperson) <br />Mickey Allen <br />- Sybil Bills (Alternate) <br />- Brenda Cherry <br />Matthew Coyle <br />- Connie Dodd <br />- Lydia Fitzgerald <br />- Reeves Hayter <br />- Jessica Holtman <br />- David House <br />- Linda Kapp <br />- Stacey Ladell <br />- Chad Lindsey <br />- James Mitchell <br />- Taisley Scroggins <br />- Kenneth Webb <br />The CRC held six (6) meetings, one every other week, beginning on Monday, September 20, 2021, <br />and concluding on Monday, November 29, 2021. The meetings were professional, organized, and <br />the members did an outstanding job respecting one another, debating the issues, listening to <br />opposing views, asking questions, bringing up topics, and ultimately coming to a decision. <br />Chairperson Alix Putnam did an excellent job leading each meeting by encouraging debate and <br />participation, staying on top of topics for discussion, recognizing opposing opinions within the <br />group, and working closely with Mr. Edmonds and City Staff to walk through procedural matters, <br />Overall, we believe the process was a success. <br />
