Item No. 13 <br />Memorandum <br />TO: Mayor, Mayor Pro -Tem and City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Public hearing to consider and take action regarding the petition of Nathan <br />Spaulding on behalf of Benton Rainey for a change in zoning from an <br />Agricultural District (A) to a Planned Development District (PD) in the City of <br />Paris, Block 351, Lot PT of 8, Acres 76.262, City of Paris, Block 352, Lot 6 & <br />Block 351, Lot PT of 8, acres 91.627, City of Paris, Block 351, Lot PT of 9, <br />Acres 19.2693, located in the 3300 Block of Jefferson Rd- LCAD 22769, <br />109121, and 106259, <br />MTG. DATE: August 22, 2022 <br />BACKGROUND <br />At its meeting held on July 25, 2022, City Council table action on the rezoning for the <br />Forestbrook Estates. The reason for the tabling was at the request of the developer in order for <br />the proposed home builder for the project to review the residential components of the southern <br />half of the development regarding lot dimensions and structure setbacks. This meeting just <br />occurred with the home builder on 8/17/22 and there has been insufficient time to put further <br />definition to the lot layouts. This involves the neighborhood character the home builder is <br />looking to achieve for a mixture of housing types and price ranges. It is such that the layouts <br />may involve deviations from the minimum ordinance requirements for single family homes in <br />the PD District of the City's Zoning Ordinance. Accordingly, the final PD rezoning should <br />address any deviations from minimum district lot standards as a part of the map amendment <br />being requested prior to final approval. It is anticipated that this can be addressed within the <br />next two weeks. Therefore, continuing to allow the hearing to remain open and tabling action <br />on the request until the September 12, 2022 meeting is appropriate. This was requested by the <br />developer Mr. Nathan Spaulding for this nearly 200 acre land area for the development. <br />RECOMMENDATION <br />Staff recommends continuing the public hearing tabling action on the change in zoning from <br />an Agricultural District (A) to a Planned Development District (PD) for Forestbrook Estates <br />until the September 12, 2022 meeting. <br />
