Item No. 15 <br />dA <br />TO: Mayor, Mayor Pro Tem and City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP <br />SUBJECT: Public hearing to consider and take action regarding the petition of the Walnut <br />Creek Business Park, Inc. for a change in zoning from a One -Family Dwelling <br />District No. 3 (SF -3) and Commercial District (C) to a Multiple -Family <br />Dwelling District No. 2 (MF -2) in the City of Paris, Block 266, Lot 3, and the <br />adjacent 60 ft. strip of land running between the Willshire Addition on the West <br />and the Ella Kay Addition on the East, located at 1335 NE 20th Street, LCAD <br />18332. <br />DATE: August 22, 2022 <br />BACKGROUND <br />The applicant seeks a change in zoning in order to construct market rate apartments on the <br />property. The ability to provide for high density housing in this portion of the City is a very <br />important accommodation to achieve the goal of more decent, safe and affordable housing <br />opportunities in the community. The site is currently zoned predominantly Commercial <br />reflective of the current use of the property as a driving range. However the land area is very <br />well suited for higher density residential as a re -use of the golf driving range site which <br />partially encompassing the subject area. As stated in the land use amendment, it provides for <br />an effective transition from the lower land area along NE Loop 286 with highway oriented <br />commercial development to the surrounding single-family residential neighborhoods. <br />Additionally, the land area to the South across NE 201h St. contains a large area zoned for MF - <br />2 where the new Greenbrier Apartments are located. The access to the area along NE 201h Street <br />provides for a higher volume of traffic due to its status as a TX DOT highway currently <br />designated as a minor arterial in the City's Master Thoroughfare Plan. There is also sufficient <br />water and sewer utility services available to the site to support high density residential. <br />Substantial open space buffer yard area is also planned between the proposed multi -family site <br />and the nearby single-family residences on both the East and West sides of the land area. <br />At its 8/5/22 meeting the Planning & Zoning Commission recommended approval. <br />RECOMMENDATION <br />Staff and P&Z recommends approval of rezoning from One -Family Dwelling District No. 3 <br />(SF -3) and Commercial District (C) to a Multiple -Family Dwelling District No. 2 (MF -2). <br />
