Item No. 17 Memorandum TO: Mayor, Mayor Pro Tem and City Council Grayson Path, City Manager FROM: Andrew Mack, AICP SUBJECT: Public hearing to consider and take action regarding the petition of Cola Residential Investments and Lydia Fitzgerald on behalf of Bart Chadwick for a change in zoning from an Agricultural District (A) to a Multiple -Family District No. 2 (MF -2), in the A786 R Russell Survey, Tract 25-1-A, Acres 3.839 Route 1, located in the 2800 Block of Stillhouse Rd, LCAD 404759,. DATE: August 22, 2022 BACKGROUND The applicant seeks a change in zoning in order to construct duplex apartments on the property. The ability to provide for new affordable duplex housing in this portion of the City is a positive step in helping to achieve the goal of more decent, safe and affordable housing opportunities in the community. The site is currently zoned Agriculture as a holding district for future development. It is directly adjacent to a high density 4-plex development and is situated right next to the North Lamar Elementary School. The access to the area along Stillhouse Road provides for a higher volume of traffic due to its status as a minor arterial in the City's Master Thoroughfare Plan. Upgrades to this roadway will be planned in the future. There is also sufficient water and sewer utility services available to the site to support high density residential. At its 8/5/22 meeting the Planning & Zoning Commission recommended approval. RECOMMENDATION Staff and P&Z recommends approval of rezoning from Agricultural District (A) to a Multiple - Family District No. 2 (MF -2).
