Item No. 17 <br />Memorandum <br />TO: Mayor, Mayor Pro Tem and City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP <br />SUBJECT: Public hearing to consider and take action regarding the petition of Cola <br />Residential Investments and Lydia Fitzgerald on behalf of Bart Chadwick for a <br />change in zoning from an Agricultural District (A) to a Multiple -Family District <br />No. 2 (MF -2), in the A786 R Russell Survey, Tract 25-1-A, Acres 3.839 Route <br />1, located in the 2800 Block of Stillhouse Rd, LCAD 404759,. <br />DATE: August 22, 2022 <br />BACKGROUND <br />The applicant seeks a change in zoning in order to construct duplex apartments on the property. <br />The ability to provide for new affordable duplex housing in this portion of the City is a positive <br />step in helping to achieve the goal of more decent, safe and affordable housing opportunities <br />in the community. The site is currently zoned Agriculture as a holding district for future <br />development. It is directly adjacent to a high density 4-plex development and is situated right <br />next to the North Lamar Elementary School. The access to the area along Stillhouse Road <br />provides for a higher volume of traffic due to its status as a minor arterial in the City's Master <br />Thoroughfare Plan. Upgrades to this roadway will be planned in the future. There is also <br />sufficient water and sewer utility services available to the site to support high density <br />residential. <br />At its 8/5/22 meeting the Planning & Zoning Commission recommended approval. <br />RECOMMENDATION <br />Staff and P&Z recommends approval of rezoning from Agricultural District (A) to a Multiple - <br />Family District No. 2 (MF -2). <br />
