Item No. 18 <br />Memorandum <br />TO: Mayor, Mayor Pro Tem and City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP <br />SUBJECTS: Public hearing to consider and take action regarding the petition of Mark <br />Cunningham for a Comprehensive Plan Amendment from Low Density <br />Residential (LDR) to Medium Density Residential (MDR) in the City of Paris, <br />Block 317, Lot 2-E, A524 J Leach Survey, Acres 2.77, 3400 Block NE Loop <br />286, LCAD 111362. <br />DATE: August 22, 2022 <br />BACKGROUND <br />The applicant seeks a minor amendment to the Future Land Use Map (FLUM) to provide for <br />a medium density residential use of the property and for the zoning to be consistent with the <br />City's Comprehensive Plan. The ability to provide for more medium density housing in this <br />portion of the City is a very important accommodation to achieve the goal of more decent, safe <br />and affordable housing opportunities in the community. The site is currently guided for Low <br />Density Residential, but is appropriate for medium density residential based upon the <br />surrounding uses of land to the South which are row townhome apartments, and to the North <br />which are apartments. Additionally, the land area directly to the north is guided for low density <br />residential which is inconsistent with the current use of the property for apartments. Further <br />updating of the future land use to the North should be re-examined when the next update to the <br />land use map is undertaken, or the property rezoned. <br />At its 8/5/22 meeting the Planning & Zoning Commission recommended approval. <br />RECOMMENDATION <br />Staff and the P&Z recommends approval of a Minor Comprehensive Plan Amendment <br />amending the FLUM from Low Density Residential (LDR) to Medium Density Residential <br />(MDR). <br />
